REFORMA AGRARIA PARAGUAYA

En los primeros dias de Marzo se produjeron varias protestas de campesinos paraguayos por la lentitud del proceso de reforma agraria.De hecho no es primero ni será la ultima, tampoco las ocupaciones y el posterior desalojo y los muertos a manos de paramilitares rurales.Entre 1990 se han producido unas 500 y unas 400 ocupaciones pacificas de tierra.Paraguay es el pais de mayor poblacion rural de America latina un 42% de los cuales un 15% son indigentes y un 24% pobres.Casi un 40% viven en esa condicion.Tambien tiene el record de inequidad en la distribuicion de la tierra.Un 80% de la mejor tierra está en manos de un 1% de los propietarios.Un 40% de los campesinos paradojalmente solo tiene un 1% de la tierra.Un 29 % de los campesinos no tiene tierra ylos que la tienen un 40% son superficie de menos de 5 has ,que no son unidades economicas.Son donde viven los pobres,Entre estos y los que no tienen tierras hay 300.000 familias o un millon y medios de personas al umbral del hambre. Pero estas son las cifras.Al lado una agricultura moderna que exporta tanino,algodon,carne,yerba mate y soya.Sobre todo desde 1970.El boom de la soya ahora tiene a un pequeño pais como el 6° productor mundial y el 4° exportador mundial.Pero la soya que ocupa 2. millones de has está en manos de una minoria mayoritariamente de origen brasileño.Son los brasiguayos.Brasileños que han comprado tierras en Paraguay y que se han quedado en el negocio.Con sus hijos serian ya unos 500 mil en un pais de menos de 6 millones.El otro negocio es la ganaderia que ocupa unas 16 millones de has.Ambos a costa de mucho bosque nativo exterminado.Se calcula que en menos de 50 años el 90% de esa tierra con arboles ya no existe.El cultivo de la soya es uno altamente extractor de nutrientes y que ocupa unos 250 millones de dolaers anuales en pesticidas .Mucho de sus toxicos efectos van a los predios pequeños ,Incluso es usado como tecnica paar desalojarlos.unos cientos de personas han muerto por sus efectos dedede 1980. Hay una reforma agraria consagrada por la constitucion.Pero sus frutos son pocos.El poder politico no ha hecho las cosas faciles.Ocupaciones desalojos violentos con 7.000 campesinos detenidos lo demuestran.Hay grupos para militares que han dado cuenta de atropellos ,quemas de casas,animales y cosechas de los disidentes campesinos.Desde 1970 100 dirigentes campesinos han muerto.Uno deberia creeerle al informe de Misereor que de ellos solo uno fué aclarado.La policia tambien hace su parte. Pero las cosas no vienen de la nada sino del periodo de Stroessner un dictador militar que administró su pais como un coto de su pertenencia.tambien con su cuota de violacion a los derechos humanos.Se calcula que un Instituto de su creacion llamado ironicamente de Bienestar Rural entregó unas 9 millones de has en forma sino ilegal en forma poco etica a personas que nunca fueron agricultores muchos de ellos militares de alto rango,politicos y adherentes de su gobierno.Los campesinos razonan bien,si estas se recuperaran a costo cero se podrian entregar a 300.000 campesinos dentro de lo que contempla la misma ley agraria.Pero impera que la tierra se paga a valor comercial y no hay presupuesto.Luego el porque de las movilizaciones. Parecia que ya las reformas agrarias eran cosas del pasado.Que habian sido procesos si bien traumaticos necesarios incluso recomendados por los bancos Mundiales y la Alianza para el Progreso de los americanos.Obvio quew fué tambien y basicamente un proceso politico.pero en la decada de los 70 vinieron los gobiernos militares que revirtieron todo. El caso paraguayo es como un testimonio de ese pasado.Lugo un ex sacerdote con muy buenas intenciones no ha podido o no ha querido pisar callos.La reforma agraria está estancada.La desigualdad sino ha aumentado se ha consolidado.tanto como el modelos agricola agro exportador que crea 2 mundos.Uno de ellos se resiste a morir y desaparecer migrando a las ciudades.saben que alli les espera la pobreza.Más dura de soportar que la del campo.Pero con vecinos poderosos como Brasil y Argentina curiosamente de corte social democrata y 2 pequeños de izquierda como Mujica en Uruguay y Evo en Bolivia de izquierda todos respetan la sacrosanto principio de no intervencion.A nadie preocupa los atentados a los derechos humanos incluye el derecho a alimentarse y tener una vida digna Peor los vecinos tambien tienen pobres en casa. Mientras Paraguay no sea otra Cuba o Venezuela no producirá alarma regional.Además no tiene petroleo.Por eso es que la reforma agraria a ritmo lento puede seguir. Uno de los Papas en su visita a America Latina dijo hace 30 años que los pobres no pueden esperar,pero parece que la historia y los hombre son más refractarios al modernismo.Estos han esperado bastante y seguiran haciendolo.Triste para un pais que los Jesuitas trnsformaron en los tiempos de la colonia en uan joya social terminada abruptamente por los Papas del 1600 y el rey de España.Ahora solo quedan las ruinas de las misiones y sus iglesias destruidas.En ella pululan las gallinas decendientes de la que trajeron los conquistadores.A veces algunos sirven de reparo para la siesta o el almuerzo de algun para militar de la zona.Ahora hay otro orden social que cumplir.Todos saben que desde hace tiempo por esots pagos no necesariamente el orden es sinonimo de justicia.
