Una vision particular sobre los hechos sociales que cambian la estructura politica de los paises latinoamericanos-

EL GASODUCTO DEL SUR UN FANTASMA THE SOUTH GASEODUCT A GHOST


Hace 4 años Chavez anunciò la contruccion de un mega gasoducto,el proyecto fuè denominado el gasoducto del Sur.La idea era construir una tuberia que atravesaria
8.000 km.la mayor parte sobre un area de 522.000 km2 en pleno centro de Brasil,en el corazon amazonico.Llevaria diariamente unos 159 millones de m3 de gas desde un sitio ubicado en la desembocadura del Orinoco hasta un terminal donde se distribuiria a 7 paises,Brasil,Argentina,Paraguay,Uruguay,Bolivia.Su costo unos 20.000 millones de US,casi el costo de la deuda externa argentina que seria beneficiario en 1/3 del envio.Pero la idea parece haberse diluido al menos por un tiempo.La crisis financiara que ha ha hecho bajar el costo del crudo.La no claridad de la rentabilidad del proyecto.Los potenciales daños ecologicos.El caracter geopolitico de este con un marcado protagonismo de Chavez cuyas ideas politicas y la tendencia a opinar sobre la politica internas de otros paises lo hacen un asunto que fué mas facil enunciarlo que concretarlo.
El conjunto de paises del cono Sur Argentina,Chile y Brasil tienen un desarrollo relativamente màs alto ue sus vecinos pero no tienen petroleo.La excepcion es Brasil pero con sus casi 200 milllones de habitantes ya hace tiempo que elabora biocombustibles en base a caña de azucar porque la demanda supera la oferta de energia del petroleo.Peru,Ecuador y Bolivia lo tienen pero todos tienen problemas de quejas de los pueblos indigenas por el deterioro del medio ambiente provocados por la explotacion de hidrocarburos.En el caso de Bolivia que ha tomado posesion de parte de los yacimiento tambien tiene otros problemas derivados de brotes autonomicos
en las provincias màs desarrolladas y por el destino de los ingresos del gas y petroleo ubicado en algunas de estas.Ademàs de la negativa de venta de gas a Chile por la peticion permanente de condicionar todo a la salida al Pacifico.
Asi las cosas el problema energetico no solo de esta parte de Latinoamaerica in complejo.Con necesidades crecientes por energia barata y no contaminante y con fuentes de agua ya usados en su espectro de represas y centrales de menor costo relativo.Al menos para mover su industria y calefacionar los centros urbanos el gas parece ser la solucion.Pero el problema no solo es financiero tambien es largamente
de implicaciones sociales y politicas.El daño provocado por las emisiones en un area considerada una de las pocas opciones de magnitud para combatir las emisones de CO2 no es facil vender la idea de llenar las areas andinas y amazonicas de torres petroleras.Menos contaminar los cursos de agua.
Por eso los esfuerzos bolivarianos de Chavez en el tema se han enfriado en la opinion publica de los paises latinos y sobre el centro de Sudamerica ronda un fantasma de un mega proyecto que màs se parece a la forma de un elefante blanco,con la diferencia que en las selvas sudamericanas no hay elefantes.
